NI 13
The Home Office (external link) have asked us to let you know that they have extended the deadline for submitting data to the data interchange hub until early April. The deadline has been extended to allow more time to include data collected by the Learning & Skills Council (external link) in your returns. The Home Office will place a revised template on the hub in the near future to assist with data submission.

NI 185 (and 194) - further update from DECC
DECC wrote to all local authorities, via the Government Offices, on the 9 July 2009 with details of further errors within the spreadsheet tool used to collate data for NIs 185 and 194 (external link).
The letter asks that local authorities continue to enter data into the input cells in the existing spreadsheet (the blue cells) and ignore those output cells (the yellow cells) which display what appear to be incorrect returns. DECC will correct the formula errors in the spreadsheets that you submit and return these to you.
DECC will let local authorities know how and when they should submit their spreadsheets. You will not be expected to do so before 31 July 2009.

NI 185 (and 194)
DECC wrote to all local authorities, via the Government Offices, on the 24th June with an update on how and when the spreadsheet tool should be submitted. The letter can be viewed at the bottom of this page.
The letter also states that a number of errors have been detected in the NI 185 spreadsheet and explains how you should deal with these. DECC has reissued a corrected spreadsheet with updated formulae within the transport section. The annex to the letter (link above) provides further instructions.

Changes made to the recent "National Indicators for Local Authorities and Local Authority Partnerships: Updated National Indicator Definitions" publication.
Due to some omissions in the Updated National Indicator Definitions document (external link) published by CLG on the 13 February 2009, the technical definitions for NIs 32, 38, 50, 69, 71, 110,115 and 199 have been updated. Technical definitions for four National Indicators (NI 72, 84, 92 and 116) have also been added. This updated version replaces the version published on 13 February 2009.

NI 103
Please note that DCSF has informed us that the guidance is incomplete. The present guidance mentions sections 12(5), 12(7) and 12(9) of the regulations. However, it should also mention exceptions in section 17(4) as well.
The wording in the Collection Interval section has generated a number of queries. The DCSF has confirmed that NI103 should cover all statements issued in a financial year regardless of when the statutory assessment process was initiated.

2008/09 National Indicator Set
The Department for Communities and Local Government (CLG) has published the Final Handbook of Definitions for the new National Indicator Set (NIS).
This provides the final detailed definitions for all 185 National Indicators which will be introduced from 1 April 2008. It also includes an outline of the remaining 13 indicators that will be introduced in 2009/10, following a period of further consultation in the summer.
Since the publication of the Final Handbook in April 2008, the Government has decided to delete the following 10 National Indicators:
- NI 12 Refused and deferred Houses in Multiple Occupation (HMOs) licence applications leading to immigration enforcement activity
- NI 24 Satisfaction with the way the police and local council dealt with anti-social behaviour
- NI 25 Satisfaction of different groups with the way the police and local council dealt with anti-social behaviour
- NI 74 The proportion of pupils achieving level 5+ in both English and maths
- NI 77 Achievement at level 5 or above in both English and Maths at KS3 (Floor)
- NI 83 The proportion of pupils achieving level 5+ in science
- NI 95 The proportion of pupils making 2 levels progress in English Key Stage 2-3
- NI 96 The proportion of pupils making 2 levels progress in maths Key Stage 2-3
- NI 97 The proportion of pupils making 2 levels progress in English Key Stage 3-4
- NI 98 The proportion of pupils making 2 levels progress in maths Key Stage 3-4

2008/09 National Performance Indicator Set
The Department for Communities and Local Government (CLG) have published the first release of the Handbook of Definitions (external link) for the new National Indicator Set (NIS). This provides the final detailed definitions for 138 of the national indicators out of the total of 198.
CLG are intending to publish the final Handbook by the end of March which will include the definitions for all the indicators that will be introduced from April 2008.
The PI-Team will be responding to queries about the NIS following the publication of the final Handbook. Queries can be submitted using the online enquiry form

2008/09 National Performance Indicator Set
The national performance indicators (external link) to be introduced from 1 April 2008 have been announced by the Department for Communities and Local Government (CLG).
The indicators have been developed by government departments as part of the new Performance Framework. Technical guidance will be produced by CLG for consultation later this month. Any questions or queries on the indicators or guidance, including arrangements for data collection should be addressed to CLG. The PI team in the Audit Commission are unable to respond to any queries on the new indicator set. Please address all queries to CLG by emailing nationalindicators@communities.gsi.gov.uk.
