Access to services

Access to services is about providing citizens and users of all sections of the community with easier access to information and services, greater choice of services and more availability outside of traditional core hours.

Access to services is a cross-cutting theme applicable to all councils and all council services. It is about focusing services to meet the needs of all sections of the community and to improve outcomes for all. It covers four broad themes:

  • ease of access to services
  • using e-government to support access
  • reaching all parts of the community
  • partnership working

The detailed key lines of enquiry (KLOE) inform the areas of an inspection focus and the basis of our judgments.

Guidance for inspection teams provides information about setting up and conducting an access to services inspection. It includes more detail about the KLOE and descriptors. This guidance is not part of the KLOE and is shared with councils to aid their understanding and interpretation of the KLOE and descriptors.
