CPA for district councils

Comprehensive performance assessment (CPA) was introduced for district councils in 2003. Councils were reviewed in their county groups from June 2003 to autumn 2004 and a CPA score was reported as part of that rolling programme. The process was updated from 2006, and we only reported those councils that were subject to a re-categorisation.

From 2009, CPA was replaced by the Comprehensive Area Assessment (CAA). CAA looked at how councils and their partners worked together to improve the quality of public services in an area. It was not just about councils which were the focus of CPA.

Final CPA scores

Our 2009 report Final Score considered the impact CPA had on improving council services, governance and financial management over its seven year life.

From 2006, re-categorisation took place through corporate assessment.
