Previous rounds of performance monitoring have considered the pathfinder’s record in developing and delivering its programme across the pathfinder area. Following the pathfinder’s recent Scheme Update submission to ODPM for funding from 2006 to 2008 and the Audit Commission’s Strategic Review of those proposals, the scope of this Performance Review visit is to understand in more detail the development and implementation of plans in one part of the pathfinder area. Harpurhey in North Manchester was chosen as the focus area because the level of Housing Market Renewal (HMR) expenditure from 2003 to 2006 has been the second highest of all areas within the pathfinder, and it is within the majority of the pathfinder area that falls within the Manchester City Council boundary - the area of highest HMR expenditure has been Broughton in Salford.
