Strong leadership helps deliver a comprehensive vision for housing developed through effective partnerships. A good understanding of housing markets is channelled through some strong strategic plans. Housing delivery has been sustained during the recession and regeneration is effective. Stronger services include home improvement assistance, empty homes and preventing homelessness. Gaps remain in the understanding of housing needs and strategic plans. There are weaknesses in the focus on equality and diversity and value for money. New housing delivery has not met needs, the regulation of housing conditions is not well developed and too many people stay too long in temporary accommodation.
