The Audit Commission appoints auditors to councils, NHS bodies (excluding NHS Foundation trusts), police authorities and other local public services in England. Auditors are either officers of the Commission or private firms.

The Audit Commission also appoints auditors to around 10,000 small bodies. Small bodies are those with annual income or expenditure, whichever is the greater, of £1million or less.
